Our Statutory duties
As a provider of Developer Services we have numerous Statutory Duties with regards to the services we offer. The Water Industry Act 1991 (WIA91), as amended by The Water Act 2003 (WA03) specifies many of our duties as does The Competition and Services (Utilities) Act 1992 (CSUA92) and the Water Industry Act 1999 (WIA99). Together these legislative documents set out the guidelines within which we must work.

Our Statutory Powers for chargeable services
There are services that are chargeable to customers. We aim to exceed the expectations of our customers, by doing what we say we'll do, by keeping the customer informed every step of the way and make all efforts to provide the advice and guidance as and when necessary.
Legal Requirements/General Standards of Service (GSS)

Self Lay Agreements
The Water Industry Registration Scheme (WIRS) has been developed to allow contractors to install and commission water mains and services for use by the water utilities. Developers can now choose to install water infrastructure themselves, employing a Self-Lay Organisation (SLO) to undertake the work on their behalf or to requisition the local Water company to do the work for them.
Within our area of supply the quality of the water and the integrity of the water network remains our responsibility, therefore only competent persons will be allowed to carry out this work.
Lloyds Register operates WIRS on behalf of Water UK and the water utilities which assesses service providers who elect to be accredited for contestable works associated with water infrastructure installation.
We must receive recognised proof of competence before a developer or self-lay organisation begins work. Upon satisfactory completion, ownership of the water mains and services laid by a developer or self-lay organisation transfers to our ownership.
